Structuring workforce arrangements correctly

Egypt’s Labor Law No. 14 of 2025 came into force on 1 September 2025, replacing Labor Law No. 12 of 2003. It, together with its implementing decisions and the social insurance framework, shapes how employment, recruitment and labour-supply arrangements may be structured and which party holds which obligations.

The right model depends on the role, the duration, where the work is performed and who directs it. Recruitment and placement, outsourcing a defined service, and supplying personnel are legally different arrangements, and licensing requirements can apply to certain activities. We discuss the appropriate structure with each client and document it in the agreement.
